That is an artichoke thistle. It's technically the same species as the artichoke that is grown for food - but it's a lot spikier.

I believe it's actually a mite of some kind. They're related to spiders, though they're more closely related to ticks. These little red mites are fairly common on trees (although this one was wandering across a plastic table).
