Some concrete works that from their age and location ought to be associated with the Pine Valley Dam, which the Cuyamaca Water Company proposed in 1914 to build to divert water by way of the Pine Valley Conduit to the San Diego River, from which they could distribute it to their customers.
It seems ample records about this dam and conduit are held in UC San Diego's Cuyamaca Water Company Records special collection, however the restrictions on material access and restrictions imposed by copyright (even though these documents are over 100 years old), are so onerous that it doesn't worth it to try to access them - for example, I would not be able to re-publish them here on my blog.
