This looks similar to the Sapphire Woolly-Star (Eriastrum sapphirinum ssp. dasyanthum, s.) but I can't quite convince myself that it is.
Looking over some of the pictures linked from the Jepson Interchange, I'm going to reaffirm that conclusion. It has even been previously identified in Doane Valley (about a quarter mile from where this picture was taken).
